
President of the Republic, Bujar Nishani turns back in Parliament the most debated law and criticized by civil society, the “Waste Law”. He signed on Friday the decree which authorizes the Parliament to reconsider the Waste Law.
In his argumentation the President considers the complaint by Civil Society and the initiative of 65.000 Albanian voters which on 2011 demanded a referendum against this law.
“This law should be reconsidered from Parliament because it is not an obligation from the Stabilization and Association Agreementor any other international agreement. Meanwhile, referring to the 2008/98/EC Directive, any country should manage its own waste,” argues Nishani.
According to him, on the other side, Waste Law opposes the Albanian Constitution which defines that “state should create a healthy environment for the current and future generation”.
He also mention that all the progress reports made for Albania clearly show that this country does not possesses the adequate capacity of institutional control and monitoring which would enable an effective control that would allow the importation of non-hazardous waste.
