The Energy Community Secretariat published its opinion on the certification of the Albanian natural gas transmission system operator Albgaz under the Third Energy Package.
The Opinion supports the certification of Albgaz in line with the Albanian regulatory authority�s (ERE) Preliminary Decision, subject to several requests for additional elaboration and conditions.
Most notably, the Secretariat believes that changes to primary legislation are needed before Albgaz can be considered fully independent of the ministry in charge of energy.
As required under Article 10 of Directive 2009/73/EC and Article 3 of Regulation (EC) 715/2009, ERE is to adopt a final certification decision, taking the utmost account of the Opinion of the Secretariat.
