Minister of Justice, Ylli Manjani completely agree with the declaration of the American Ambassador Donald Lu that State failed to arrest criminals as Klement Balili known as drug baron of Balkans.

But differently from Lu, Manjani underlined that there must be a differentiation between who is responsible. 

“I fully support the concerns expressed by the Ambassador of the United States, Mr. Donald Lu for non arresting Klement Balili. But, Albanian law clearly defines who can makes arrests, who accuses and who condemns people involved in violations of the law,” said Manjani.
