Ukraine conflict: Merkel takes peace plan to Obama

German Chancellor Angela Merkel is briefing the US president in Washington on a new plan to restart peace talks and end renewed fighting in Ukraine. They were expected to discuss US calls to arm Ukrainian government troops against the Russian-backed rebels - a move Mrs Merkel opposes. The rebels say they have cut off a key supply road to Debaltseve, but the military says the battle is ongoing. The town is a strategic railway hub near the rebel-held city of Donetsk. Russian President Vladimir Putin, who is considering the peace proposals, earlier blamed the West for the crisis. He has denied accusations of sending troops and supplying the rebels.
