
The President of the Republic, Bujar Nishani, returned in Parliament the Higher Education Law. Nishani decided not to give his consent for one of the most debated laws recently in the country. According to him, this law violates the autonomy of higher education. In his long explanation of six key arguments, the head of the state says that the law should guarantee the continuity of the Bologna process and the obligations arising from international documents, which are required for the country.
Nishani underlined that this law endangers the conditional right to higher education by the criterion of payment of fees as set out in the law, but that can reach high numbers, unaffordable for the living average standards in Albania. He also added that it does not guarantee the autonomy of institutions of higher education and academic freedom provided by the Constitution.
