Albania, China Agree to Boost Party-to-Party Exchanges

TIRANA - China is ready to give fresh impetus to the all-round and sound development of its relations with Albania through increased party-to-party exchanges, a senior visiting Chinese official has said.
Liu Qi, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Beijing Municipal Committee of the CPC, made the remarks in a meeting with Albanian Prime Minister Sali Berisha.
China, Liu said, appreciates Albania's adherence to the one-China policy and is ready to work with Albania to deepen practical cooperation in various fields between the two countries.
Citing the traditional friendship between China and Albania, Liu said party-to-party communications will help bring new dynamics to the development of the overall bilateral relations. Liu thanked the Premier for the friendly reception and conveyed to him the greetings from the Secretary of the CPC, Hu Jintao and Premier Wen Jiabau
He considered as very successful Berisha’s visit to China in 2009 and appreciated highly the engagement of the two sides to consolidate and enhance the bilateral relations.
Liu also thanked Albania for the role played regarding the membership of China to the United Nations Organization.
He shared the same opinion with Albanian Premier that the CPC and DP have testified as being the transforming forces of the two countries. He invited a high DP delegation to pay a visit to China and in this frame he expressed interest in a visit of a delegation of young politicians as a very good means for the strengthening of the social basis of the party-to party ties.
Liu underlined that the two countries should have the development of the economic relations as a priority. “The Chinese government will create facilities for the Albanian companies and goods,” Liu said, adding that Chinese companies would be encouraged to exploit the potentials offered by the Albanian economy.
He also informed with pleasure Premier Berisha that a group of about 100 Chinese companies will visit Albania in May of this year.
Berisha, also chairman of the ruling Albanian Democratic Party, praised the achievements China has made in its reform and opening-up and spoke highly of China's important role in international affairs.
Being concrete Berisha said that the Chinese investors were welcomed to invest in Albania and profit from the investments in infrastructure and social private and public works. He referred to investments in port infrastructure, mining sector and tourism as very important.
“The Albanian government offers all the necessary facilities to them,” Berisha said, highlighting the favorable geographic position of the country. In this frame he told the Chinese officials that Albania could support the creation of a free zone for the Chinese investments and they can use the favorable position to further penetrate in the European market.
The learning of the Chinese language was a among the topics of discussion and in this frame Berisha informed him about the latest initiative of the Albanian government according to which the Chinese would be taught as a second foreign language in country’s high schools.
“In this framework it is important the cooperation for the training of teaching staffs and preparation of texts and material basis in this direction,” said Berisha.
Heading a CPC delegation, Liu arrived in Albania on Saturday for a three-day visit. The delegation will also visit Angola and Kenya.
China to Support Tirana Municipality Projects
During his visit to Tirana member of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Beijing Municipal Committee of the CPC Liu Qi also met with Tirana Mayor Lulzim Basha who presented his priorities for the development of the capital the increase of employment and the improvement of quality of life.
Liu has considered the exchange visits between the representatives of the two municipalities as very important as the two cities are political and economic centers of the two countries, while adding that there are a series of possibilities for Tirana and Beijing to cooperate in the economy and trade fields. After inviting Albanian investors to invest in Beijing Liu also said that China is ready to support the urban administration in Tirana and the improvement of infrastructure.
