Laws Committee chair, Fatmir Xhafaj, declared on Tuesday that the 2nd
level banks have created a corruptive scheme in collaboration with Bailiff Companies.
According to him only 4 bailiff companies operating in the private sector have
obtained a multitude of service contracts from the 2nd level banks.
presented a number of statistics, saying that from a total of 11.000 contracts from
a total of 18.000 with a comprehensive value of Euro 2.8 billion have been
given to these bailiff companies.
to these statistics a total of 18.000 service contracts have been awarded
during a 6-years period of time. Not a single one has been given to the public bailiff
service. 11.000 service contracts with a value of Lek 2.8 billion have been awarded
to 4 private bailiff companies. A sum of Euro 200 million is paid by the banks
to these 4 companies. Their selection by the 2nd level banks is a
clear indicator of the corruptive scheme applied within the banking system,
