Albanian Prisons in Miserable Conditions, without Shackles or Scanners

Prisons in Albania are in miserable conditions. General Director of Prisons, Arben Cuko, declared that an immediate reform is urgently needed.
According to him prisons have no shackles, there are no scanners to control if the prisoners have anything prohibited inside their cells and the guardians have not the appropriate uniforms.
“The situation is dramatic. Reform in prisons must start with the vetting within the administration and the guardians and then the other politics. It is unacceptable that in order to transport the convicts, we have to use plastic wrap because we do not have shackle,” said Cuko.
He informed that in Albania 164 prisoners are in the high security prisons, while 800 are for thievery.
