The Agency for Energy
Efficiency (AEE) will be the institution responsible for implementing policies
and measures promoting energy efficiency in the country. The decision for the
establishment and the organization of this agency was approved in the last
government’s meeting, official sources said Thursday.
The agency will be under the Ministry of
Energy and will be responsible to prepare and monitor the National Action Plan
for Energy Efficiency.
Regarding the organization and
functioning, the Council of Minister’s decision specified that AEE has the
status of the General Directorate. It will be financed from the state budget
and from other lawful sources, and it will manage income from the state budget
and those provided by donations and services to third parties, according to the
legislation in force.
AEE will exercise its jurisdiction and
activity in the entire territory of the Republic of Albania through its central
office in Tirana.
Some of the main duties and responsibilities
of the Agency are to prepare, implement and monitor policies and programs for
efficient energy use in the residential services sector, industry, transport
It will submit to the minister of energy
an annual detailed report on the implementation of the National Action Plan for
Energy Efficiency. It will also cooperate with central and local authorities,
companies operating in industrial facilities and various non-profit
organizations for creating and updating the necessary energy data, including
calculation of energy efficiency indicators, and the implementation of measures
promoting energy efficiency.
The agency will be also responsible to prepare
and propose to the minister the necessary bylaws for the promotion of energy
efficiency as provided for in the law on energy efficiency and the law on the
energy performance of buildings.
Another task will be to advice the end
consumers for the energy efficiency program as well as support the
awareness-raising campaigns and other activities aimed at promoting energy
saving and energy efficiency.
